Circle Obtains ADGM License to Expand USDC Services in the UAE

Circle has reached a significant regulatory milestone in the United Arab Emirates by securing a Financial Services Permission (FSP) license from the Financial Services Regulatory Authority (FSRA) of the Abu Dhabi Global Market (ADGM). This approval officially establishes Circle as a fully regulated Money Services Provider within the UAE's capital market free zone.

The license authorizes Circle to provide payment, settlement, and digital asset services for USDC under formal regulatory oversight. Abu Dhabi's decision aligns with its strategic goal of positioning ADGM as a global hub for compliant cryptocurrency activity, particularly for fiat-referenced tokens and tokenized financial services.

To spearhead regional expansion, Dr. Saeeda Jaffar, a senior Visa executive responsible for the GCC region, will join Circle as the Managing Director for the Middle East and Africa.
